Charles was the brother of Auxilier Thomas Smallman. Thomas was the original Sergeant of the Patrol with Charles as his Corporal.
When Thomas was promoted to Assistant Group Commander with the rank of Lieutenant Charles replaced him as the Patrol Sergeant.
