Born in Paignton he was the son of John and Flora Parnell. Roy married Florence Slee, the sister of Group Commander Gerald Slee, in 1939. Gerald was his best man.
He was an active sportsman, a noted footballer, tennis player, cricketer and good at billiards.
In 1939 he was a Special Constable.
