William Oman Drummond was born to Solicitor William and Jeanie (nee Oman) Drummond at Craiglockhart Terrace in Edinburgh.
On Friday the 29th of March 1935, the annual competition in public speaking promoted by the Junior Unionist league was held at Morningside Unist Rooms in Edinburgh. Mr W.O. Drummond presided over the teams of three speakers.
On Thursday, 18th February 1937, W.O. Drummond W.S. was discussing Health and Housing at a meeting of St Giles Municipal Association, which was reported in the Edinburgh Evening News.

On Thursday, 29th September 1949, Councillor W.O. Drummond, at a meeting of the Pentlands Unionist Association in Murrayburn School, Edinburgh, accused Sir Stafford Cripps of being deliberately deceitful and dishonest on the devaluation of the pound.
